Approving a domain such dot-nom or dot-per, which would be devoted to individuals and noncommercial use, might help ICANN blunt criticism that it has favored the needs of big companies over the desires of ordinary Internet users." If there is a domain devoted to personal sites, I think it should be dot-me. As in ev.me -- all about ME. Then again, I tend to think that distinguishing between individual and commercial use of anything is an increasingly difficult propositon. Everyone is a business these days. Everyone is a brand. Especially those who publish personal web sites (which, of course, is soon to be everyone).
