WinCvs 1.2 is quite good. A rare example of a GUI open-source app that is nice to use. Let alone, one made for developers. (I'm sure there are others. But in my personal experience GUI/Windows apps are not the realm where open source thrives.) In fact, I'd pay for it if weren't free.
