Not sure what definition of "popular" they're using, but at least up until recently, Blogger/Blog*Spot was the third most popular service Google offered, in terms of unique visitors (according to MediaMetrix)with many times more than Groups.
I wouldn't be surprised if Groups 2 reaches the distinction soon, though, since it's mailing lists/discussion boards (like Yahoo! Groups), instead of Usenet. I thought I'd take the chance to point out Blogger's comparitive reach in the meanwhile, though, since I was always trying to get people in Google to recognize it.
